In 2002, the Chief of Naval Operations established Seapower 21 to better align, organize and integrate the U.S. Navy so that it can more effectively meet a wide variety of challenges. SEAPORTe represents a critical component of Seapower 21, enabling the electronic procurement of engineering, technical and program support services at both Naval Sea Systems Command (NAVSEA) and the warfare centers. SEAPORTe emphasizes NAVSEA’s strong commitment to customers and industry partners and helps NAVSEA reduce costs and operate more efficiently.

The CDI Team has been selected to participate in all seven Geographic Zones, allowing us to bid on work at ALL NAVSEA Warfare Centers, NAVSEA Directorates, and related Program Executive Offices.

Quality Assurance

CDI has a proven track record of meeting Customer requirements and delivering consistent high quality products and services.  This reputation has been achieved through a rigorous effort in understanding and complying with client requirements and specifications and industry standards. The CDI Quality Management System (QMS) outlines the commitment of CDI personnel to drive quality in every area of responsibility, and the establishment of a QMS Manual that identifies the responsibilities, procedures, and processes necessary to achieve and maintain a high level of quality. Our objective is complete customer satisfaction.  CDI’s company-wide process-based approach to quality management documents and employs a program that is compliant with all company, customer, statutory, and regulatory requirements for the SeaPort-e program.  Our program is designed to comply with MIL-I-45208 and certified to ISO 9001:2008 standards and is guided by the following 8 principles:

Team Members

Abbott On Call dba AOC, Incorporated

 AOC is an engineering services firm working primarily to support the US Navy in the areas of Systems Engineering, Lifecycle Engineering, and Open Systems Architecture. In addition, AOC specializes in Condition Based Maintenance, Reliability Analysis, and Software Engineering services.  AOC has been heavily involved in the DDG, CG(X), LPD-17, and LCS programs. Over the past 30 years AOC employees have published over 35 papers in the areas of naval combatant modularity and open systems architecture.

Currently AOC plays an important role in supporting the Littoral Combat Ship (LCS) Mission Systems and Ship Integration Team (MSSIT).  AOC is a key team member in the development and support of the LCS Interface Control Document (ICD).  This document is necessary for the Navy’s implementation of Open Systems Architecture. Using the ICD, AOC engineers help to ensure that each LCS seaframe is able to integrate with every mission package over the life of the LCS program.

AdapTech Corporation

As a small business concern, AdapTech Corporation has provided NAVSEA, NSWC PHD, NSWC Corona, and our primary customer NSWC IHD Detachment and Naval Weapons Station located at Seal Beach, direct support of the NAVSEA TMDE Program Office, NAVSEA Calibration Program, NSWC IHD Detachment Seal Beach TMDE ISEA, NSWC PHD AEGIS ISEA, the MARCORPS TMDE Program, the NAVAIR Support Equipment (SE) Program, the Strategic Systems Program (SSP) Calibration Program, NAWC AD (formerly NAVSEA) St. Indigoes IFF Program, the SPAWAR TACAN Program, the F18 Engine Overhaul Program and the Southwest Regional Maintenance Center (RMC) Depot Support Program. Under contract through GSA, and previously under various subcontracts, AdapTech has provided the aforementioned program offices a wide range of engineering, program management, technical, and logistics services, resulting in the increase of detachment personnel and resources.

Over the span of the previous ten (10) years, AdapTech has provided critical support at the project and program levels. Our responsibilities included: establishment of TMDE Program ISEA, budget, POM, and acquisition authority at Detachment Seal Beach, establishment of a NAVSEA, SPAWAR, USMC, and NAVAIR Prime System and Equipment (PS/E) and Support Equipment (SE) maintenance capabilities. Other engineering and technical services are provided for prime shipboard items, including weapons, communications, air traffic control, safety and telemetry systems.

Cape Henry Associates (CHA)

Cape Henry Associates has 50+ skilled analysts, Subject Matter Experts (SME), technicians and support personnel.  These professionals are well-versed and have had roles in all aspects of the Integrated Defense Acquisition, Technology, and Logistics Life Cycle Management Framework.  The CHA training analysis product line is where most of the technical staff members have been working and supporting HM&E systems for over 7 years.  Collectively CHA technical HM&E experts, conducting these analyses, have over 850-years of experience operating, maintaining, repairing or logistically supporting maritime HM&E systems and equipment and are all proficient working within the Navy’s 3-M System.  Within the Training domain, many carry the 9502 Instructor or Master Training Specialist qualifications.

CHA has recently expanded its product line to reflect our existing competencies in development and providing updates to technical manuals and 3-M maintenance procedures for Fleet users.  To that end, our skilled technicians developed MIP/MRC’s for 21 of the LPD 17 Class Deck Systems.  Specific and significant changes were recommended for the Articulating Knuckle Boom Crane System; Aviation Maintenance Folding Boom Crane System; LCAC Amphibian and Vehicle Recovery Winch System; and Rescue Boat Davit. CHA developed.  Of significance, the CHA Team has been responsible for the development and continued delivery of the LPD 17 Class Deck Self-Assessment and Groom Training (D-SAGT).  This process has been embraced by multiple ship class managers and is expected to be incorporated in the Surface Warfare Enterprise (SWE).

All of our HM&E analysts have produced high quality technical documentation that reflects their analysis of these equipment, systems, and subsystems (E/S/S).  They collect data using a variety of methods/databases including the Navy Data Environment (NDE) reports/databases, Planned Maintenance System (PMS) requirements, the Open Architectural Retrieval System (OARS) for corrective maintenance data, technical manuals, and Original Equipment Manufacturer technical data/manuals.  CHA SMEs are proficient in accessing and interpreting data from these and other sources and our strategic location within close proximity to Fleet in Norfolk provide increased access to Fleet Sailors who provide vital input without the requirement/expense of extended travel to a Fleet Concentration Area (FCA).

CHA analysts have also developed hundreds of written technical analysis products for the Navy since 2006.  Our team is very familiar with the client, their issues, expectations, and problems.  Our Project Leaders and analysts know the bottlenecks and have developed methods to mitigate those problems.  Examples of CHA products include FEA/TRPPM reports for CG 47 CHT System; DDG 51 Machinery Control System (MCS); LHA/D 1 Boat Davit; MCM Aft Deck Equipment Upgrade; DDG 51 Machinery Control System (MCS); LPD 17 MPDE; LPD 17 SSDG; LPD 17 ECS; MARC 350A Low Pressure Air Plant (LPAP); MCM Digital Voltage Regulator; CG/DDG Class OWS; and MCM Static Frequency Converter.
